FEMA's DLS

So there are more than 9,000 trailers in staging areas throughout the South, waiting for FEMA to deliver them to lots so they can house about 36,000 displaced people. What's FEMA's trailer DLS (dirty little secret)?

My flood control buddy Neal tells me that mobile home parks are exempt from FEMA regulations prohibiting homes in flood plains. In fact, he says, the easiest way to spot a flood plain is to look for a bunch of trailer parks.

So you get flooded out of your home and FEMA puts you right back in line for the next flood. Sheesh.
