Beijing Accords?

The WSJ reported this morning:
China's economy is picking up more speed, expanding by 11.3% in the second quarter of this year from a year earlier despite Beijing's efforts to slow the pace.
Not to be outdone, India's economy is also robust, so the two largest exempt countries from the near-dead Kyoto Treaty -- exempted because they needed an economic leg-up -- are rolling in dough ... not to mention foul air and contaminated water.

I'm not a Kyoto kinda guy, but isn't anyone paying attention to this little matter? Isn't anyone at the UN climate bureaucracy beginning to think, "Hey, maybe its time to ask these runaway economies to begin at least some rudimentary pollution control?"
