Progress On Uganda AIDS Grant

Negotiations have begun between Uganda and the Global Fund to Fight AIDS, Tuberculosis and Malaria to reinstate grant payments the Global Fund recently suspended. The parties report progress and optimism that grants will be reinstated shortly.

More importantly, treatment of patients will begin even before the grants are reinstated.

A joint statement of the Global Fund and Uganda said:
"The procurement of artemisinin-combination therapy drugs for malaria, antiretrovirals and condoms, for example, will not be interrupted" said Brad Herbert. Both the Global Fund and the government of Uganda note that it is important to respond to the many reports in the press about the disruption of services and to assure the public that the proposed measures fully recognize the need for continuity.
Cheat-Seeking Missiles has been particularly critical of the Global Fund for suspending all grants because of allegations of mismanagement.

Resolving the matter will require an audit, a new management team -- and as far as I am concerned, reinstitution of Uganda's ABC approach to AIDS, which favors abstinence and monogamy, but supports condom use by those who opt to stray.
