As to ballot-box budgeting, if Mr. Bing wants to support alternative energy resources, he should spend his money on doing so directly through investments in research firms, rather than slap a tax on somebody else. Likewise with other wealthy people or special interests: Instead of maneuvering to get the taxpayers' money, they should spend their own money on what they want.
