Who Doesn't Care About Blacks?
Kayne West said George Bush doesn't care about blacks, but golly, Bush has given the poorest blacks (and all of our poorest) big tax exemptions, and he's directing a massive coordinated campaign to bring them relief.
Let's look at the Montel Williams look-alike Ray Nagin whose handsome mug decorates this post and see how much he cares about the poor blacks among his constituents.
Crainal Cavity lays it out. Hurricane Ivan provided a dry run for New Orleans last year and revealed that the well heeled were able to get out of town and the poor weren't. In the year that passed since then, Mayor Nagin laissez faired his way along, doing nothing to remedy the problems that were known to exist with evacuating the poor and with holding evacuees long term in the Superdome.
Capt. Ed sums it up:

Capt. Ed sums it up:
Not only did Nagin know that the Superdome would prove inadequate for shelter for any period longer than a few hours, he encouraged people to gather there without providing the resources he knew that shelter to lack. Instead, he ran off to Baton Rouge despite his responsibility to oversee the execution of the emergency-response plans and ranted at Bush for not reacting quickly enough to the disaster.
