Spreading The Relief Blame

All along I've suspected that the notoriously inbred and inept Louisiana Dem leadership would have a prominent role in the slow start-up of Katrina relief. It is starting to unfold, buried in a WaPo story:

Louisiana did not reach out to a multi-state mutual aid compact for assistance until Wednesday, three state and federal officials said. As of Saturday, Blanco still had not declared a state of emergency, the senior Bush official said.
